This is another revolting story of an

attack on a junk by a Japanese vessel, and although

the Governor states that no attempt has been made to

sift the evidence by judicial methods, the statements

of the victims, which appear to be independent, tally

reasonably well.

Although the attack took place in Chinese

waters, the majority of the persons concerned were

British subjects, and we have therefore grounds for

making an official protest to the Japanese Government.

I suggest that we should send a duplicate

to the Foreign Office, proposing that the Governor

should be asked to prepare a claim on behalf of the

British subjects involved and that this should then

be forwarded to H.M. Ambassador at Tokyo for

presentation to the Japanese Government, with a

request that the affair should be thoroughly

investigated by the Japanese authorities and a

strong protest made against such unprovoked and

savage attacks on British subjects. And copy letter

and despatch only to Service Departments, B.O.T.
